We are committed to reducing greenhouse gas emissions in the UK by at least 80% by 2050, relative to 1990 levels. " So starts the introduction to the Department of Energy and Climate Change 2050 Pathway Analysis.

Firstly I have to say I did not realise that our 80% reduction target was based on 1990 levels. Consider how much energy consumption in the UK must have risen in the last 20 years. We have to get back to the 1990 level before we even begin our 80% cut.
